Unable to access server

Hello everyone.

I tried to install the Intersect Engine but it won't access the server. I downloaded the Intersect Engine 0.7.0.108-beta-prerelease Full and followed the set up but the server can not access anything and I get this message.

   Public IP: *I'm hiding this cause I don't know if it's safe or not*
   Public Port: 5400

It does not appear that your game is accessible to the outside world.
Debugging Steps (To allow public access):
   1. Firewalls might be blocking connections to your server. Check firewalls on your system. (i.e. iptables, FirewallD, Windows Firewall)
   2. Antivirus programs might also be blocking connections and you may need to add Intersect Server.exe to your antivirus exclusions.
   3. If on a college campus, or within a business network you likely do not have permission to open ports or host games in which case you should explore external hosting options!

It appears that UPnP Failed. Your might need to enable UPnP on your router or manually port forward to allow connections to your server.

Type exit to shutdown the server, or help for a list of commands.

I hate to ask stupid questions but I tried disabling my firewall, avast, running the .exe as administrator but it wont work. My knowledge in network is kind of limited so I'm struggling to find a solution here.

Any help ?
