Conditional Branch Time bugged? how to make daily quests?

i am trying to make daily quests since version 4.2 of intersect, now in 6.2 i still can't do that? i mean i use all resources of commom events to try make a daily quest, using conditional branch for that, like: "if time is 8am-12pm then can start quest or complete quest task'' but seens doesn't work. 

How to make daily missions? Without using source.
